Types of Sigil Stones
There are a total of 5 types of Sigil Stones.

While Sigil Stones do change in quality as you level up, they all have a random set of effects for armor or weapons. These will always be paired together, and you’ll have to choose between armor enchantments or weapon enchantments. Some examples would be that a Frost Damage weapon enchantment would be paired with a Frost Shield armor enchantment, or Damage Health for weapons and Fortify Health for armor. While it is tempting to pick the weapon enchantments over the armor enchantments, it should be noted that you can make equivalents to the Sigil Stones yourself and can fine-tune the numbers involved at an enchantment table.
How to Get Transcendent Sigil Stones
It may be tempting to do Oblivion Gates as soon as possible, but it does impact your loot.
With the predetermined types of Sigil Stones, you may want to consider leveling your character to 17 and higher before tracking down Oblivion Gates. This will guarantee that every Sigil Stone you encounter will be at the Transcendent tier. Once you have gone through the gate, you can also manipulate the types of enchantments, at least partially. When you get to the Sigil Stones at the end of Oblivion Gates, you can save before picking them up; the enchantments associated with the stones will always be random.
Oblivion Gates are also set to a maximum amount that can and will open during your adventure. Of the 100 locations that they can spawn at, some will always appear during a playthrough. When you are level 17+, you are at least guaranteed enchantments that you can reroll for your preferred effects.

Transcendent Sigil Stones are a great way to gain the upper hand in getting powerful new effects on your gear as you continue your adventure. They save you from having to spend Soul Gems to spend on crafting the enchantments, allowing you to use these to power your weapons that have run out of their effects.
